How do you decide if dual welding two weapons, weapon and a shield, or two-handed weapon is the best option for a character?

I'd say the obvious thing to do is look at each character and their ability.

You cannot, for instance, train in shield blocking - so there's little point giving a shield to your character unless this skill is naturally quite high. Successful use in battle may improve it (but of course, a very low score will seldom get the opportunity).

Dual wielders can be rather nasty in battle but my minotaurs have all got two-handed weapons. Two lighter weapons give you two hits but one big hit can often cause some damage even if the target has heavy armour.

Personally, I like my archers, and Drakes can't wield any weapons or shields (not that they need them).

I'd like to correct this. In addition to battles, shield blocking trains when you train melee blocking or melee fighting.

Related tips from an early newsletter:

* Your primary melee weapon's skills are distracted by wielding another melee weapon or a shield, and thus it isn't always good to have a shield or a second melee weapon. See the next tips for recommendations.

* When comparing if you want to buy a shield or a second melee weapon for a unit, if dual wielding skill - 30 is higher than shields skill, buy a second melee weapon, otherwise buy a shield.

* It is only recommended to buy a shield if the shields skill is over 19.

* It is only recommended to buy a second melee weapon if the dual wielding skill is over 49 or over 45 if your unit's intelligence is over 17.

Hi,
one question on different abilities in weapon carrying.
I.e. Mages can't carry shields while holding a stave, nor can characters who hold two melee weapons or a two handed weapon.
Are there any characters or abilities to jump over these restrictions?
I think i've read somewhere that some races can carry two two-handed weapons, is that true and in the event:
which races would that be?

I have a follow up question.

Is it possible to get better at dual wielding?

In my specific case, I have a Mountain Troll with a 45 dual wield skill and 8 intelligence (max for MT). In this case is 1 God's Mallet > 2 God's Mallets, or is my dual wield high enough to go for a second two handed hammer?

Yes it is possible to get better at dual wielding by training melee skills in the field or in the Training camp. Unfortunately I don't remember enough details to give an estimate if it is worth it in your specific case.
